Detail description of activities

Longterm Focus

Local, State and Federal Legislation impacting HOA - The Federation will continue to monitor any revisions to C-P ordinances,  bills introduced in the State Legislature and Federal Mandates.   Examples of previous types of legislation:  5G ordinance,  ShortTerm rentals ordinance,   LA Planned Community Act and the Corporate Transparency Act.   The Federation will communicate to our members and where necessary,  may engage legal support.    These activities are managed through our Legislative Task Force committee

Planning & Zoning - monitoring and member support for responsible growth -  Each month, a summary of the cases before the P&Z Commission are provided to our members as an awareness tool.   The Federation will also engage with impacted HOAs to provide advice or help with testimony prep for the monthly meetings.

Blight and litter in member neighborhoods -  The Federation has been a member of the C-P BrightenUP BR committee.  That committee was tasked with developing a longterm strategy and shortterm initiatives and activities to tackle the litter problem across BR.   We are also offering involvement with the respective Mayoral transition teams on this topic.

MovEBR and traffic projects impacts -  The Federation has been involved from the start with the MovEBR initiative.  Participating in the initial prioritization of projects across the parish.   The Federation interacts with C-P leaders to ensure our members are aware of any community input sessions for projects in close proximity to their neighborhoods.

 Stormwater Drainage Masterplan and SWAC -  The Federation has been involved with the Stormwater masterplan development since its inception.    The August member meeting (anniversary of the 2016 flood event) has been reserved as our annual Stormwater summit - where all players involved present status updates on activities and answer questions from our members.    The Federation has also been a member of the Mayor's Stormwater Advisory Committee or SWAC which was charged with finding a revenue source for the longterm maintence of our system and implementation of corrective action projects identified in the Parish Stormwater Masterplan.    The Drainage committee of the Federation also reviews any proposed changes to the UDC Floodwaters/Drainage chapter.

Compliance/enforcements of established ordinances -  A new activity for 2025,  the Federation proposes to highlight concerns with the enforcement of existing C-P ordinances and work with appropriate organizations to make recommendations for improvement.

Specific Initiatives - Shortterm Focus w/ Sunset

Short Term Rentals -  The Federation was involved in the orginal development of the Short Term Rentals ordinance.  The ordinance has been in existance for several years now and it is time to do a lookback at the effectiveness and offer recommendations for any improvements.   There are also a number of other municipalities who have implemented changes that BR could benefit from.

Impact of the St George Incorporation -   With the incorporation of the City of St George,  half of our members are now under the governance of a new municipality with new work processes and ordinances.   We need to understand how the Federation can add value to our members in this new environment.  

Involvement with the new EBRP Administration transition teams - to offer the expertise the Federation has developed and advice to the new administration through participation on various transition teams and meetings with new C-P leaders.

Membership  Effectiveness

Networking directly between Federation members -  The Federation has relied on communications funneled through selective Board members to answer questions between member organizations.   This effort will look for another networking application methodology or (social media type) tool to help us realize our motto:  "Neighbors helping Neighbors"  directly without have to get the Board involved.

Member support and development -  We will continue to hold workshops with our members to help improved the efficiency and effectiveness of member boards.
